So I'm a total newbie. On the third day there's a guy without papers who won't go away. I've been told to close the window on him and I have but he still won't go away and I'm stuck. What do I do?

It's a possibility is you didn't give him a DENY. If someone has no papers to present, you first need to ask for them. To do this, go to the "main rules" page, select "All entrants must have a passport", select the counter and then select the discrepancy button. If he still doesn't have anything to show you, you should then be given a new form automatically. Just stamp this with the "DENY" stamp and hand it to him.

If he refuses to leave, you should have a new option pop up somewhere, labelled something like "Arrest". Push that and a guard will come and drag the guy away.

The option won't pop up straight away - there are a few exchanges between you and him first.
Nevermind squid answered it pretty well.

Also, remember, the decision is COMPLETELY up to you, do what you want, you never know what the consequences will be necessarily, if any, and, it is all about you doing the job how YOU see fit. There are 20 endings and all to varying degrees just depends on some slight actions here or there to give you the differing results. I pretty much ignored some of the rules and let people in sometimes even if they were invalid (quite often really, I found reason to let them in, and usually with no bad consequences) and denied people even when valid, depending (though that less often,)

One example I like is when someone's name is 1 letter off, from a different country, and you should technically decline them, but, really, the difference between an A and an E on the passport or whatever between 2 different countries, where it could practically be interchangable usage of letters? I let them go in!

I hope your real life job doesn't involve border security. ;)

I did the opposite - whenever a discrepancy appeared I did the check, and if given the option to arrest I took it every time. Excessive? Probably. Profitable? Definitely.

Unless of course they gave me a bribe... ;)

Hahah, well just because I played the game that way, doesn't mean I'd operate a real job that way. I was working in an oppressive country with a crazy boss! I think my judgement made more sense! Your position sounds much more uncool to me! The one country was having people get continuously killed if they couldn't get out of the country, I let them in!

I'm not so sure Glorious Arstotzka would be much of an improvement though - seems pretty oppressive to me! Makes you wonder how bad those other Governments must be, if they all want to come here... ;)

That's why I had to let all of those good people into the country and help overthrow the current goverment of Artstotzka, to make it a better place! It was definitely better when I left it than when I found it.

Interestingly enough I did that as well - I followed most rules but still helped those EZIC guys since I didn't like the current regime - although the first time I was sure they were going to come after me so I fled to Obristan. Turns out that I could have stayed since I'd helped them enough.

Though I'm not so sure EZIC will definitely lead to an improvement. All we really know is that it will lead to change.
