Bumping this one as I have the same problem.

To pre-empty the obvious, I've been through the stock solutions and....

Installing nGlide and the Win32.dll got the game running, but it freezes on ESC pause.
Closing browser windows didn't work, despite that being the "official fix".
Running PANDY.EXE rather than PANDY3.EXE does sort-of-work, but provides a very poor quality graphical version of the game (worse than PS1 version).

Any non-obvious ideas?
Got this, too. It worked fine just some weeks ago on my Win 10 64 home system, though. This is really bugging me, because I had been able to make this run quite well with the nglide exchange and win32.dll music playback fix provided on pcgamingwiki site. I had to find out how to set environment variables for nglide in batch files and was quite happy to get the game to run after quite a hassle.

When I try to access the menu from the running game by pressing ESC, I used to be able to get into the menu and back to the game, the game would go out of fullscreen and depict a large window cut off at the right side of the screen, but the menu options were readable and worked fine.

Coming back to the game just yesterday, there are no visible features of the menu and I can't choose anything anymore. Game is crashed, as there is no way to do anything or get back into the game.

Weird, did some Windows update change some setting recently that may be causing this?

I'm not sure the game is completable without the menu options (I remember there were password options in the menu. I never got further than the beginning, I don't know how the game will be telling me the passwords later on.)
For something like a minor workaround for this problem I noticed I can still set joystick / keyboard / music etc. mapping options for the Glide/pandy3 version of the game by setting these values (which are saved in the registry under HKEY_CURRENT_USER\SOFTWARE\Crystal Dynamics\Pandemonium) in the Non-Glide /pandy version of the game. The saved settings work for both games. I could (somewhat) make that version start in administrator mode and get into the menu there. I needed ddrawcompat to make that version even start (game visuals are only showing up sporadically or not at all, but I can see and access the window frame and the menu options when hitting Escape).

I can also quit the Glide version of the game simply by pressing ALT+F4. I just have to avoid pressing ESCAPE while playing, because it will always simply make the game crash and freeze and I have to kill it from within the task manager.

But the problem with the game not showing the password according to your progress because the menu is gone remains of course, which is a major bummer.

I installed Pandemonium! anew on another Windows 10 system and it works fine there. I get the window after hitting escape and the 3 menu options "Game", "Menu", "Password" appear again. I have no clue what is different in that setup. What is also different is that i can point inside the window and leftclick and it goes back to fullscreen game screen again.

When I hover with the mouse over the window on the other system the game menu doesn't work on, the pointer just disappears and I cannot make the game maximize by left clicking.

I'm out of ideas what could be the cause of this. I assume some other program I installed in the meantime did something to obscure Windows 10 windows settings or legacy settings perhaps? WIn10 seems to be unable to make the window remain active and display the menu options bar inside the paused game window.

If anyone with the same problem ever has a clue what this could be about I'd be happy to hear about it.
