It could also be connected to missing or failed Windows updates. You could try running Windows Update until everything is up-to-date or, if the issue persists, try uninstalling and reinstalling Visual C++ Redistributable.

Download the Visual C++ Redistributable:

Before the download starts you can choose between Windows 64-bit and Windows 32-bit version.
Try the proper one for your system. ( If it doesnt work and you're on Win-64-bit you can try the 32-bit version as well)

Run the installer and select Uninstall, if you get the option to do so.
Then run it again and select Install.

thanks for the reply, running win7 updates is not a smart thing: the reason why i disabled is because the awfull mickeysoft just had to force the dreadfull win 10 on every user, there are numerous post all over the internet, and win 10 is a big disgrace , so is mickeysoft ( microsoft namecalling)

Many people were fed up with the forcing of win 10 , Microsoft silently installed the stuff into security patches, which is a nasty way of forcing their new toy.

I'm well aware of the whole update issues ;-)

Though,getting no updates at all might only be the second best option.

If you want to get security updates since October, you have to install the Secrutity Packs one after another, because they aren't cumulative. Here's a how-to for January (with links to past security updates); You get current packs the same way, but there hasn't been one for February afaik. Instead one had to get several KB.... patches manually. Woody's blog will tell you all about it.

oh sir seems to work, i always install updated games to a new folder because with all the awfull vc libs i dont trust, so when i compared my first install (the unpatched one) i notcied a lot of new files, after i removed those from the parent folder (the one that has the game) the game works a charm, so in this case the new files need for achievements messed up in my case.
These files once moved outside the main folder made the game run again:
