The apparently starts in some weird (VR?) mode, where the picture is squeezed to maybe half the width of the screen (my resolution is 1920x1080). The resolution is such that I can't really access the settings menu in game so I tried changing the resolution in GameUserSettings.ini (originally x=1920, y=540, weird, right?) but it just got changed back to the original values and making the file read-only didn't make any difference. Sooo, is there anywhere else I could maybe change the setting or is a patch coming to resolve this issue (which apparently maybe) other people are having as well?

Anyway, looking forward to playing the game.

Maybe it's FOV related? Try this:
Config edit
Go to \AppData\Local\TheObserver\Saved\Config\WindowsNoEditor

Open Engine.ini
Add line:
[/script/engine.localplayer]

AspectRatioAxisConstraint=75

Save edited ini files to read-only.

Unfortunately this had no effect either.
Got this exact same problem. Can't even use the cursor keys to select video options, even if there is a way to disable this pseudo-VR mode. I effectively (technically) can't play this game.

Tried searching through the steam discussion page, but even though people have issues with VR mode, none mention this exact problem, or either say the fix is to disconnect the VR headset, which I don't have and never had.

Ok, my solution; Press F11 ingame to switch to windowed mode. Adjust the window until you can see all the menu options, then go to VIDEO and click on the black area next to RESOLUTION. Switch it to whatever you need, then apply.

I just tested it, so I'm not sure how it will do in the long run.

Using this workaround I managed to get the settings right. Still, everytime I boot up the game the graphics are all wrong again until I press F11, after which the graphics are correct in the windowed mode and I just have to click 'apply' in the graphics settings to get back to fullscreen. Also, apparently the configurations in the .ini files are no longer automatically changed to the wrong values so I guess there's just something weird going on with the game's startup.

For me there are no black bars (after I do that bit of juggling every time I start the game, of course). Are you still playing in windowed mode or in fullscreen?

Nope. After going to windowed mode by pressing F11 the graphics are ok (and then pressin apply in graphics settings it goes back to fullscreen with correct graphics). Originally I sort of had those black bars on the sides so the picture was squished vertically (and still have those before doing the windowed->fullscreen thing).

This could help. Apologize if it doesn't. But browse the folder where the game is installed. Right click on the game application. Click properties, click the Compatibility tab. And check mark Override High DPI scaling behavior with application. See if that helps.
