I was able to implement all of the listed Fixes, but neither of the Compatibility modes (8And16BitAggregateBits, 8And16BitGDIRedraw) show up on my list of compatibility modes. The flickering cursor issue was still present with just the Fixes alone.

It could be that those compatibility modes are only available for Windows 10 and not Windows 7.

Strange...
Those Modes should be available since Vista, but NoGhost, NoShadow should have fixed the cursor. It does here on 3 different machines with Win 10 and Intel/AMD/nVidia... and the fix is the same on every OS version, so it's quite strange to me...
SInce you probably have Nox fix already installed, be sure you re-Install the DB after the modified shims. Maybe in your test the system was still using old fixes: save new DB, and Install it. Then test Nox.

I started over from scratch. Uninstalled the old fix and created a new one for Game.exe. The compatibility modes still aren't there (the only compat modes I have listed that start with a number are "256Color" and "640x480"), so I skipped those and selected only the listed fixes.

I saved it as a new database, installed it, and ran it directly from ACT. But the cursor still flickers badly whenever it is in motion.

My version of ACT is 5.6, and it's only a 27 MB program. Is that the same version you have installed?

Still I appreciate you pointing out this program since it might come in handy with some other game sometime.

I have Windows 10 on all of my PCs/tablets now so can't test this. Still seems strange to me since I can remember them, and they are officially listed from Vista on...
Yes, I think ACT 5.6 is the latest for pre-Win10 systems. Other users here with Win7?

EDIT:
Ok, from furthers tests essential shims to cure everything for this game are just:

Compatibility modes:
8And16BitAggregateBlts

Fixes:
DirectPlayEnumOrder
EmulatePlaySound
NoGDIHWAcceleration
Win98VersionLie

I guess I'm out of luck with this game, then. I'll try searching around to see if there's a reason why certain compatibility modes are not available to me.
Couple of additional ideas for ThreeSon:

1. I guess you already tried the SDL patch?
2. Try this compatibility fix in ACT: DxPrimaryEmulation -DisableMaxWindowedMode (tick DxPrimaryEmulation, click on the Parameters button and enter "-DisableMaxWindowedMode" without the quotes in the command line field)
3. Try running the game in windowed mode (see here: http://www.gog.com/forum/nox/window_mode)
4. Try DxWnd (see here: http://www.gog.com/forum/nox/a_possible_allround_solution_for_window_mode_bugs_etc) or DDrawCompat
Update for Win 10 AU:
https://developer.microsoft.com/en-us/windows/hardware/windows-assessment-deployment-kit

You need to install just 7MB of the Compatibility Toolkits suite
Thanks for the tio about ADK

I'm running Windows 10 Pro and was finding that even after changing the compatibility modes on the launch and running Nox as an admin I was still getting a flickering screen and disabled mouse cursor.
Windows 10 also refused to let me launch in the windowed mode- modifying the target with swindows resulted in Windows refusing the accept it as a valid line.

But the ADK download does seem to have got it working now- so very helpful! Just one small note- there are different versions of ADK for different versions of Windows 10. If you're not sure which you can go to the Start menu and type 'winver' in the box and run it as a command line.
No need to run the game as Admin. Just apply the mentioned shims and everything will work fine.

Wow, this program is silver mine! Thank you, kind sir.
Wow! Thanks OP. Works really well <3
Thank you for the information. It works well on my Windows 8.1 with these settings. This tool needs more attention for every gamer who plays old games. And after a few minutes of reading, it is very easy to use as well.

Can we have a sticky for this one? This is way too important to get lost.
@hexaae Thanks for the post, works perfect for me.
I'm sorry but these fixes no longer exist in the latest version of the compatibility toolkit. What now?

And just to clarify, windows 10 will NOT let you run an older version but directs you to download the very latest only if you try.

EDIT: Okay I got really confused about how to apply them and I found out where they were.
