Westwood Online hasn't existed since 2003-2005. All games that used WOL were transferred to the community organization called XWIS.
As of late, they only mention their servers for Tiberian Sun, Red Alert 2 and Yuri's Revenge, but you may try running Nox as per this guide: http://xwis.net/games/nox/
You may need Westwood Shared Components if you don't have them: http://xwis.net/downloads/WOLAPI-0.0.0.exe
