Is there a way, in beyond, to transport the whole base to another place?

I read something about a base salvage but I can't find it.

No. You have to rebuild. You can delete each piece one by one to recover the full mats, or you can choose to delete it and recover half the mats with the base recovery unit. But you can't have it reconstructed in a new location fully intact.

I'm playing beyond as a new game, one base, no freighter, no Base Salvage Capsule.
With NMS Save Editor (requires Java 8), you can easily and within seconds backup permanently an entire base and place it somewhere else after placing a new Base Computer. It takes seconds. There will be fine-work to do after with the manipulator to take away flora in some constructions, but that's easy in my experience. And this is really fast and reliable.

I use this feature mostly to place a wooden compound with inside a teleporter, save point and battery, the battery connected to 2 solar panels and the teleporter. Very convenient, because I don't need to build these things every time, and I will have a minimum base setup each time fast.

Can it now be used when built onboard a Freighter ?

Prior to Beyond update, it would never work if built there, but it would work if you build it on a planet base. Its been that way ever since they introduced Freighters to the game.

I havent built one since Beyond was released because it has not been mentioned as fixed in any patch or update notes (none that I have noticed anyway, maybe I missed something). It was originally intended just for planetary use (build a new base and then build the capsule and recover resources from old base to new.

If it can be successfully used onboard a Freighter that would be really good, I prefer after having had the initial base and tutorial sequences not having a a planet base after I get the Freighter, so building it on the freighter would be ideal to scoop up any resources invested back to where I can use them in future on my travels, and maybe occasionally dabbling with new planet bases when ideal circumstances present themselves like a good location for an underwater base until I get bored with being in the area .. Then just recover all resources to the Freighter again and move on exploring.

But as far as I know, you can still build it on a freighter, but it will not recover previous planet side base resources. Hope I am wrong and this has been stealth fixed.

I still would not build complex things in my freighter up to now, it's still unstable and there are issues currently with the freighter in 2.09.4 and - as I've read - in 2.11.
Yep I started a new game with Beyond, so am putting off any major building and advancement until the meatiest of the patching is done and we can trust things to work as expected. Building a Base Salvage Capsule will have to wait until I even have my ideal Freighter one day, but it would be good to know building it is not just going to be a useless ornament again, because you cant dismantle it once built on a Freighter. Made that mistake once before :)
