Would I need to install ALL current patches? If a new update comes out ,would I need to re install everything? If so, how would my saves carry over?

No. You would need to download the entire game initially which is the first 4 parts that are listed. Then run the executable that is Part 1.

When updates come out you would then download the patch although it is also possible that updates may require overwriting the entire game.

Do I need to download all the current patches now? When I did an offline installer for a Hat in Time. It just installed it on Galaxy. To run it without Galaxy, I just moved the files off somewhere else. Is that how it works?

If you download the latest version to start then you will not need any patch. Best way to check is the build number which in the case of the current off-line installers is 62460.
If you do like told above you must not miss any offline download patches, they are gone after some time and you must then re-download the entire game to be up to date. So download all patches and keep them for awhile, . This system is also good for reverting to a past version if there are too many bugs.

So first thing is for me to download game on Galaxy and move to a different storage spot? If im no longer using galaxy just make sure to install every new patch?

You can just download the off-line installers and files (your need all 4 parts) and then double-click on 1 of 4 which will install the complete game without Galaxy.

Galaxy is not required unless you wish to have access to multiplayer and the full quicksilver shop or perform the community missions (daily and weekly). You also cannot get the additional credit for uploading discoveries.

If you install Galaxy and even download the game through Galaxy you do not have to play within Galaxy. You can launch just from the No Man's Sky link but you will not have access to the gameplay options listed above.

When the next set of patches are released you can either use Galaxy or simply download the patch and follow their instructions to install (basically just launch that downloaded file).
