I looked everywhere and I cannot find the multiplayer menu, so I'm in effect without multiplayer...?

Supposedly there is a "network and voice" option under options, but I dont see it.
I assume this is options once you've loaded a game and hit esc because I dont see any other place where options appears.

So I found out what was the problem with mine.
I had an old firewall rule stopping outgoing connections.
After removing that the network settings do appear under options.
It also gives me an extra menu at the start of the game to join someone else's games.
However I don't see any games listed.
