I created four characters to form a party. Three of them were able to level up to level 4 at the beginning. But the Gnome rogue is still level 1 and can't level up despite having 8184 exp. Is that a bug?

Your gnome is subject to a level adjustment because of other bonuses it gets. It's normal.
