If you just want access to all Paladin spells, you need a minimum 16 WIS and 15 levels of Paladin (level 15 is where you get the first level 6 spell slot). If you want the full complement of spells (meaning 3 castings of level 6 spells per day), you'll need to take 20 Paladin levels. Best thing to do is take a look at the Pally spell list and decide how fast you want access to specific spells. Plan your build so you gain the required number of Pally levels to get access to those spells when you want, and take Divine Champion after that.
thanks - I thought 14 was all you needed in wisdom to access all paladin spells?
and that they only got 4th level spells?

This is correct; Coelocanth must be thinking of Icewind Dale 2, which extended Paladin spellcasting up to 6 levels.

Biggest thing to worry about with divine champion is that his list of valid bonus feats is actually quite small, so if you're not careful you can easily end up in a situation where there's nothing left that you want... but if you'd chosen your feats in a slightly different order you could have still leveraged the freebee.

The build you list is fine.

I'd be inclined to skip tower shield proficiency (take a level of Fighter if you really want it) but otherwise everything there looks fine.

does this offer more than a pure paladin build would? I would get more feats, but not sure what I would be giving up to get them.

One thing I did different was Dex at 10 and Int at 10.

Keep in mind that magically increasing your intelligence score will not increase your skill points, while magically increasing your dexterity score will increase your armor class.
