I currently don't have the GOG version installed, but check in your NWN game directory for a file called nwtoolset.exe. You might be able to find it in a subfolder of "bin", maybe?

You might also want to look for tutorials online. This could be a starting point (especially the "Aurora Toolset Tutorial" for module building).

It should be under "C:\GOG Games\Neverwinter Nights Enhanced Edition\bin\win32". The hak toolset is there if you want to play with it as well.

Yes, it is there, but every time I try to open a CEP 2.67 starter module, it comes back and tells me I have missing haks. I put the haks in the data - hk folder, but the toolset cannot seem to find the haks. The modules are there, and it sees them and puts in the list, but it will not let me open them?

The toolset is in the C:\GOG Games\Neverwinter Nights Enhanced Edition\bin\win32, the CEP starter modules are in the data/mod directory and show up to be edited, but when I try to open one with the toolset it give the error message of missing haks.

All user made content goes in your \Documents\Neverwinter Nights folder. The Neverwinter Nights Enhanced Edition where you've put stuff is reserved for GOG/Beamdog use only. Come the Next update, anything you place in there can vanish.

For players there is the https://neverwintervault.org/project/nwn1/other/tool/neverwinter-nights-mod-installer-tool-nit, which will manage the installation of modules and associated files.
