When i enter overland map I am unable to make out anything. It almost appears i am looking through a dense fog. I have tried various graphic settings, and rebooted with no change.

Has anyone had this issue and if so do you know of a solution?

I've heard of this happening with some systems. This might help. Open the console (`), type

debugmode 1
gfxoptions

Then close the console with ` again. You'll have a menu that allows you to adjust the environment. Click the "fog cam" button, and then move the slider for "fog start" and/or "fog end" to a higher number. I don't think you'll need to adjust the far plane.

If this worked, then close the menu, reopen the console and type

debugmode 0

And close the console.

I'm glad at least the menu was able to help. I wish I knew which specific setting did it. The day/night cycle toggle is an all-in-one package that includes fog, lighting, sky, weather, etc. Let me just explain what was going on behind the scenes there.

When designing an outdoor area in this game, the designer has two options -- a dynamic day/night cycle where each time of day (out of 5) has its own set of fog, sky, light, and weather settings, and a static, unchanging suite of settings. The latter can be used for areas that are always the same time of day or night. Usually, when a designer uses the dynamic day/night cycle, they leave the static set at the defaults, because you'll never see them. By using that toggle, if the overland map has dynamic day and night, then you switched it to the default suite of weather settings.
It turns out it was a combination of the two. I would have to slightly adjust the fog cam and then click the day/night cycle. I can do it in either order, but regardless it works so again thank you very much.
Is there a way to make this fix permanent, because when I enter a overland encounter and then leave it, the setting return to what they were before I fixed them.
Try increasing the Viewdistance slider to maximum in settings.
