when I try to open cheat console, it says "toggle request sent to server". I used it in NWN1 and never had a problem. what am I doing wrong here?

It says that when it is working properly.
Console commands are case sensitive.

Do you get an error message saying type "commands for list" (or something like that)?

Try a simple one.
Tilde key:
DebugMode 1
dm_givegold 500
DebugMode 0

Does the ground go yellow when you enter DebugMode?

when I DebugMode 1 , half the screen has a white tint and and says "toggle game request sent to server", but I am playing single player offline. Then when I givegold or SetSTR 18, it does nothing to change any stats. I assume it works like it did in NWN1, which I used without any problems. I dont see any of those yellow glitches, either.

You need to have a character, yours in this case, selected (right mouse click) to be able to 'give' something or have the code effect somebody. The codes need a target.

As of the 1.10 patch, console commands in NWN2 are no longer case-sensitive.

Is dm_heal still working guys? And do I need to type dm_heal xxx (=hit points I wish to heal) or only dm_heal?

All the other cheats work for me, except the setSTR etc. None of those work, character is selected.

**Figured it out**
Seems my mouse is too sensitive and I deselect my char so it was not actually selected. Be sure the portrait shows in the middle of the screeen. If not it is no longer selected.

sooo i notice the RS commands don't work, there is a way to fix it or something to do to fix it

What, exactly are you trying to run?
Try this.
Select a character (so their portrait is in the top middle of the screen)
DebugMode 1
rs ga_alignment(-4,0)

You should get a conformation that the selected characters alignment changed 70 points toward Lawful Evil.
