I just gave Qara the Dispel spell, but I seem to be unable to directly target enemenies.
I can target friendly, neutral people or area of effect, no enemy can be directly targeted.
Is this normal?

This (bug?) was introduced by the 1.06 patch. There is a fix for it here.

I just looked around a bit, so there isn't any CEP for NWN2 like there is for NWN1?

There isn't a CEP exactly, but there's Kaedrin's PRC.
