Qara could not cast any 1st-level or higher spells. At the beginning I could command her cast fireball but no actions were taken, and soon the system replies "No uses or preparations left for that spell" whenever she is tasked to cast spells, despite the game showing she having full spells.
If allowed to act on AI, she only casts 0th-level spells and egage melee after depleting spells.
This issue remains after resting, loading earlier saves, restarting the game and re-entering the area.

A brief search on the Internet return no similar glitch reports. I used debugmode to add some gold to my party and nothing else, but I don't really believe that would destablize the game. All other characters can cast spells normally till now.

Go to her character profile and look under a tab that says "behavior". You'll find AI spellcasting options, there is one that allows you to set it to "overkill", something implying she casts to scale and one where she is frugal about what she casts. This might be your issue. Also, I am pretty sure you can completely shut her off from engaging in melee under that same tab.

Solved by myself...it is not a matter of behaviors, all her starting known spells are simply treated un-usable somehow. When I leveled her up, she can cast newly learned spells but not previously learned ones.

Seems I'll have to use the console command to re-level her (and thus re-learn the spells) to solve the problem.

Weird. Never heard of that one before. Glad you got it ironed out though.

(Well I could use Qara as party leader to solve the problem but I don't feel comfortable to do this. So how comes that she could cast cantrips when she joined the party? Maybe only part of her scripts are missing?)

I have this problem regularly. I always have her behavior set to spellcasting: off. Then periodically when I tell her to cast a spell, she simply refuses. To cast anything at all. It shows the action queued for a split second then just disappears. All she will do is stand there. The only way I have found to resolve this is to turn the AI off (using the Ai toggle at lower left) and then turn it back on again. Of course in the time it takes to do that I often die because my spellcaster is MIA, but at least it gets her casting again.
