How are you starting the server?
If the person running the server is running it by loading a game via the game client then they will have to set the password when they load the game.
If they are running the server by running the Stand Alone Server, they can change te password any time by just typing it into the DM password field box.
One thing to note if no password is set no DM's are allowed to log In. if you are playing multiplayer game. I would sugest useing the stand alone server. do so allows all players to leave the game without shuting the game down.
