I started played Neverwinter Nights 2 back near release but I hit a game breaking bug that cause me to lose interest. Can't recall the specific names but there was a character in a tavern who was needed to continue the main quest but they wouldn't talk to me because of some action I had taken much earlier in the game (and many save games ago). I would have had to roll back many hours of gameplay to fix it so instead I lost interest.

I had really enoyed the game up that point however and in a bout of nostalgia I am tempted to start again. Have the major bugs been dealt with at this stage?
I am not sure if the bug you mentioned is fixed but there are still many in the game. However, non of them are game breaking and/or can be fixed with a console command. I had lots of fun playing NWN2 OC and its expansions.

I played all the official NWN2 mods without anything close to a game breaking issue.
I don't know of any bugs or problems that can't be worked around using console commands. The only problem I ran into many times in NWN2 was probably the bug your talking about, with Wolf the boy in the tavern and quests not showing up due to buggy scripting and having to use console commands to get those quests going.
No game breaking bugs I can recall, still some minor ones. So yes, it works fine. Turns out it's a really good game. It's still not NWN1, though.

I played the game at launch. It was a trainwreck. It's way, way more polished and they put a ton of work into fixing it (modern developers take note -_-) . It's like playing a different game and it's really quite good now. The OC is a bit lackluster and a bit too like BG than NWN1 IMO. That may be a selling point for some people. Storm of Zehir, which I think is in the same vein as the OC, but better, is also essentially an infinity engine game made using NWN2. The expacs are great. Mask of the Betrayer is reminiscent of Planescape more than a little and is essentially a spiritual successor (hear that Numenera developers? -_-)

Another thing making it better is computers have gotten way faster. The game was probably the most poorly optimized one besides Vampire: The Masquerade Bloodlines (that had a RAM leak, also fixed and in fairness they were working with the Source prototype or w/e which had sound issues). It plays much better on modern computers than it did on anything that existed at release.
