Because when I discover more info about the protagonist (in Concrete Forest Apartments) , people call the police, and they kick me out of the city. It's impossible to escape (I think).
I must be doing something wrong, because the game shouldn't be punishing me for advancing in the story.

It's not impossible to escape (depends on skills/items/choices), but getting banned isn't necessarily the game punishing you. It is more the game telling you that you learnt what you could from the city (for that specific playthrough) and now it's time to go elsewhere. The different choices give you different information when succesful, but most will get you banned, so it's best to plan around that. In essence the hospital is the only inner city resource that you are going to really miss by getting kicked out - you *can* get healthcare elsewhere too, but not that thorough. So I'd suggest being done with what you intend to do in the city (for example the surgeries if you want them) before doing the apartments. Personally I only do that when I'm heading off for the end-game location.

As for stores: The Junk market at DMC is located somewhere in the sprawl (so are a few other conveniences, despite the fact that they aren't marked: just walk around the sprawl and you'll stumble onto them). The other big store is in a different location and has a mostly different selection of items.
