The game is unable to sync save files to the cloud and the GOG overlay cannot be opened.

Not all of them specify supporting cloud saves on the store pages.
If you expect cloud saves on a game that says it supports it on the store page then something isn't working right there.
If a game doesn't have it then you'd have to wait for it to be someday added (or never added).
You can of course do your own manual/automatic save sync but its fairly complicated so I'm not elaborating on this.
