No, unfortunately the game has no hotseat mode and neither has it a so called "play by mail" mode.

What you could try is running two instances of the game, e.g. using a virtual machine and setting up a network game using the virtual LAN or even a game over the Internet, even though both computers would be the same PC. But this is technically a bit tricky and demands some knowledge on visualization. Still, I'm pretty sure this would work.

Alternatively, the open-source remake of Moonbase Commander "MoonPy" does have hotseat capability.
