Check if DirectPlay is installed: http://pcgamingwiki.com/wiki/Microsoft_Windows#Older_games_refuse_to_start_on_Windows_8_and_later
My bad for not writing about my windows. It's Windows 7 there's no direct play in it.
Have you tried forcing "lithtech.exe" to run in compatibility mode?
Right click on the program's file, click on "Properties" and then on the "Compatibility" tab as shown in the attached image. Try different solutions, mainly "Windows 95", "Windows 98" or "Windows 2000" and don't forget to tick "Run as Administrator" too.

Moreover I still think you need to have DirectX 9.0c installed on your PC. Download it here.

Still nothing, I have tried everything compatibility / directx / reinstalation. Same problem as you can see in screen in first post. I may add that i have MM9 on dvd, gog version and even uplay (ubisoft) version all of these have that problem. However that problem occurs only in MM9, for example when I installed MM7 from cd it worked (of course with some bugged audio but still, worth mentioning).
For me it's like someone cursed ninth part of this series. After many hours of searching i still can not find a solution.
The CD (retail) version surely needs the TELP's patch and probably other adjustments, which are already included in the GOG's version. Read here.
Tried everything. Nothing works, still giving the same error about "lithtech.exe"
It's totally broken.

Again nothing, Tried it, but same window pop-up everytime.
I've had similar problems, and honestly I dunno what made the game not crash when it did. I've messed around with graphics card setups, compatibility options and so on and never quite found a single way to get Might and Magic IX to run consistently on my laptop for any serious length of time. I wish I could help you, but I don't know of a solution myself.

Please tell me, what operating system were you using back then? Personally I think it's because of Windows 7. As my final step i installed again Windows 7 64bit from dvd, clearing every data on hard disk, and yet nothing. Maybe if I had, for example, Windows 8 or 10 with directplay in it.

Did you configure that wrapper? You have to set some options. Small black window appears before the game starts so it's normal I guess. I don't have GOG version of the game but maybe you could try to get other NOCD .exe or something (not sure what GOG version uses). Also you may try to run the game in windowed mode through a shortcut:

"C:\...\Might and Magic IX\mm9.exe" "-GOGAME" +windowed 1

Here is a screenshot showing it works for me (fullscreen; using dgVoodoo + ReShade) on Windows 7 64 bit: http://imgur.com/a/WxYTm

Finally everyone, I got it. Problem solved. But still i wonder why it worked now not before. From older post someone said that he used compatibility mode with Windows 7 exactly one i'm using right now Yes, old games require it ~ Logic. Also i have instaled directx pack from this post:

https://www.gog.com/forum/might_and_magic_series/might_and_magic_ix_not_running_on_windows_7

I don't know if that was one or another but game works now.

Directx pack:
