So I completed Darzog's Tower and freed Crodo, and then spoke to the advisor to get the excavation permit to finish my dungeon at Newcastle, but when I talk to the taxman, he acts as if i don't have it.

Is this a game bug, or am I missing something? I only have 6 megacredits right now, could that be it?

After you free Crodo and get the permit, you need to pay the engineer in castle Burlock (one last time) to clear out Newcastle.
