It appears that all of the permanent stat-raising fountains except for the luck fountain in Sorpigal are broken -- I only get the "refreshing" message when I drink from them. I forget whether or not they are supposed to work only up to a certain level of stat. So far both Free Haven and Bootleg Bay apparently aren't working. Comment?

The stat boosting fountains like Luck and Might only work up to 15 for a specific stat.

More specifically, each may be used up to 8 times per month, but will not give any benefit to anyone who already has a 15 or better in the relevant stat. (The "Refreshing!" message does not count against your uses per month, thankfully.)

i think only luck fountain work up to 15. Personality fountain gave up to 20, so I think all others gave up to 20. Really worth using fountain before driking corresponding black potion
