I am fairly sure hitting monster is based on your weapon, your Accuracy, and your level.

A club +1 seems to hit more often than a club at the same level with the same stats, though I only have two sets of data on the monsters in Scorpigal. Accuracy makes a significant difference and level also seems to increase your chance of hitting monsters

It may also be based on class... I think my knight would hit a lot more often than my robber, for instance. Level seemed to be the biggest determining factor to me, and yes, the magical "+" weapons have a higher chance of hitting. It's often a better idea to use a magical weapon even if you have a non-magical one that technically does more damage.

Especially considering that some enemies are immune to non-magical attacks.
uhm havent found any magic weapons yet maybe later.
