The mod.io, Getting Started page states "GOG: you can launch Exodus SDK from the launcher (Additional Executables → SDK)".

Where do I find this "Launcher" they speak off?

They are speaking of GOG Galaxy, that is the official client of the store.
If you use Galaxy, you can find the "Additional executable" menu by clicking on the customization icon in the top bar.
If you don't use Galaxy and installed the SDK using the offline installer, then I suppose you can launch it by using its own executable in the installation directory or by selecting the corresponding shortcut in Windows Start menu.
