Why is this version of MWC XD is not sale as often as the Steam counter part?

There was a summer sale here yet this game wasn't on sale during that time.

It was only on sale here for just two days during the weekend, and that was it.

Is there some double standards or something?

I want to know what is up with that, yes I am the same person on Steam.
