I've never really been able to do this in Civ, though it should but possible, but I noticed that in more sci-fi oriented games, it's generally easier to get in contact with all the game's races faster (either because of how expansion work, the lack of physical boundaries, or by trading 'radio frequencies', or whatever).

That being said, I kind of got to thinking -- has anyone ever tried playing MoO1 or 2 as a sort of peacekeeper -- not just a pacifist, diplo and economy, oriented game, but rather actively trying to keep peace BETWEEN all the other races, and actually trying to keep everyone alive at the end?

I sort of want to give this a shot myself. I think the main sticking point would be that Mrshans are suicidal.
Can be done I believe, afetr all you can ask them to make peace with with another race if they're at war.

Having a game with Silicoids would make it interesting( and hard) I think, due to their lack of diplomacy.
Such a victory could also be difficult also because of people's tendency to declare war on you or drop diplomatic ties if you don't agree to go to war with their enemies and the lack of ability to form ententes between multiple powers. But it may be possible.

From what I remember, as long as you don't declare an alliance with any race you can have all the trade/research treaties you want, for as long as they don't declare war on you.

When they do declare war on you, however, you are free to defend yourself, keeping the relationship with other races untouched. Which is unlikely considering they are more likely to go on war against people they don't have agreements with.

I accidentally did this yesterday. Playing my first MOO2 in a long time after playing a bunch of Civ, when the vote came up the first time I thought it was something like heading the UN in Civ and voted for myself. Won a ridiculously early victory.
Best setup for this kind of game is probably to create a custom race with the Silicoid picture (to avoid having them in the game; for the same reason normal or lower diffciulty to avoid other repulsive races) and to choose Charismatic and Telepathic. This should max out the chances that other empires accept the "Make peace"-requests. Then it is about gaining contact with anyone ASAP, to avoid races getting exterminated before you meet them. Afterwards, you can also help this by gifting planets/tech to the weak ones.
I believe I just did this. Didn't keep the save because it was a crap score, so can't check that EVERYONE was alive-but I literally did not fire a single shot at an opposing empire, and didn't managed a single kill (fired a few salvo's off my first battleships at a space eel but was outclassed so retreated)

Edit: Also, if you're in an alliance with someone, and you're not playing on Impossible (and maybe Hard), you can normally demand they make peace with anyone else.

It's not impossible. Charismatic + telepathy helps. Trading regularly and getting all pacts helps. I've never found Alliances helped at all. Also if you can vote for the other guy in elections without him winning , he still appreciates that a lot. Otherwise, abstaining takes less of a toll than voting for yourself and not winning. I had a friend who used to play charismatic games where all he'd do was see how much crap he could get away with demanding from people. Lots of saves/reloads of course but he built entire empires by randomly demanding planets.
