hmmm ... I don't think you should have to any force scaling, but try moving the conf file out of the Program Files to edit it or run notepad as administrator.

the fullscreen is an option flag which should already be set to true in config file.

Are you running in Vista or Windows 7? If so, try reinstalling in a directory outside of the Program Files hierarchy. I use c:\users\public\games for my games that have issues. The Program Files and Program Files (x86) hierarchies are very protected to prevent malware infection, which tends to interfere with things like changing configuration files.

Either install the game to a different drive or an unprotected directory, or run the config tool as an admin. What's happening most likely is that your video card is trying to execute the game at a resolution or with a rendering method it doesn't support, so it goes, "NOPE!" and tells DOSBox to f off. DOSBox then switches to a windowed resolution.

Running the config tool and finding an appropriate scaling algorithm/renderer might fix this, but if you don't want to reinstall the game, you'll have to run it as an admin.
Thanks for the advice, i dont know why it is doing that but i found that if i log off my account and log back in i can play with full screen. not sure why but it works and i just beat impossible and fully enjoyed reliving my childhood

unfortunately alt-enter does not work for me. Maybe the issue is with Windows10, with some kind of igfxtray window pop-up with resolution issue. I was able to double screen size for Master of Magic, but for any of Master of Orion game it is still very small screen. Any hints guys?

If you right click the Intel HD Graphics Icon in your tray on the bottom right of the screen and go to

Graphics Options > Balloon Notifications > Optimal Resolution Notification > Disable

That should stop the pop-up.
