Hello all,
long term MOO2 vet here, I grabbed this a while back from GOG, but havent played much until now. The game seemed different, I knew it was a different version than my VERY early release of MOO2 DOS, but yesterday when playing a hotseat game, I figured out what the issue was.

On my old MOO2 disk (version .90 literally, not 1.0) the racial picks had different values, which is why I could not get my race like it was before, perhaps this is by design?
Either way, am I just epic failing here, or is it impossible to have Democracy, Creative and Subteranian all together on one race? The difference was, in my version from original DOS, Creative was 6 points, not 8.
Can someone please give me their input? Feel free to tell me I failed here..... that's fine, because them at least I can have my old race back again.

Help anyone?

Originally, Creative was 6 points but it was found to be too powerful so they increased the cost to 8 points in one of the patches.

It *is* possible to get the three skills you require, but only late in the game: You need to research Evolutionary Mutation (Biology), which gives you 4 extra skill points.

I don't think that'll do it, since researching Evolutionary Mutation doesn't let you add penalties, use leftover points, or change governments, and both Creative and Subterannean cost more than the four points you gain.
EM is handy to pick up Warlord late in game, if you've got high ship maintenance costs, or to rid yourself of combat penalties (or gain bonuses), or even to take economic picks, like +1 Food or +1 Industry.

I often used to leave 2 points free so I could grab Telepathic after researching Evolutionary Mutation.

Ahh nice! I wasn't aware you could hold onto extra points like that, thanks for the advice guys!!

And for the record, WOW the games AI got alot better over the course of the patches.
