I am running Win8 and having a bit of an issue getting the game to start. When I double click on the MOO2 icon it will start DosBox, the intro will run just fine, but when I get to the start screen to actually start a game, it locks up. Now if I Alt-Tab or 3-finger salute to get to the Task manager then the DosBox goes to a smaller size and everything runs just fine. Is this some sort of settings or resolution issue?

Any assistance would be appreciated.

I can't test it as I'm not using Windows 8, but you can always try running it as Administrator and in Compatibility Mode, e.g. Windows XP SP3 (right-click the game's start icon => Properties => Compatibility).
MoO2 as DOSBox version from GOG works fine for me under Win8 (32 bit). The UII has some delays on the main menu when starting it up, but that's it. Sorry mate...
I'm having a similar issue using windows 8. I was playing it just fine, and then, it froze and I had to hard-reboot the PC. (Hold power for 5 seconds.) When I try to run it now, it freezes on the "New Game" screen. I can't select the game settings or anything at all! I see a strange bar running across the middle and dots on the bottom left side, so I'm thinking it has to be something with the video driver, but I've tried to uninstall and reinstall the game, and to no avail. MOO1 works fine, it's just 2 that I'm having the problem with. :(

I had the same issue. Running it as admin solved my issue.
Well, I found a solution that worked for me. All I have to do is right-click at the menu screen and once the credits start to roll, then I can left click on any of the options.
