If you still have this problem, login to your GOG accounts on the website and try using these links first:
https://www.gog.com/user/refresh
https://www.gog.com/account/refresh
Restart Galaxy client afterwards and try downloading the game again.
If that doesn't help, go to C:\ProgramData\GOG.com\Galaxy\logs open GalaxyClient.log using any text editor, scroll all the way down and search of any error messages related to your recent game installation and copy-paste error in this thread :)

Same problem for me. Did the refresh suggested in the post above and restarted my entire system with no improvement when I gave it another try.
I looked up the log file and tried to figure out which entries to copy and paste and the download started in the background. So for now it seems to be a good suggestion to just leave it alone for a while and then it should start. Not the best solution I guess.

Same problem here. The same exact error happened to me when I recently bought Underrail's expansions. Tried to download them from the web surface, but it gave me an error saying I didn't own the game despite it being on my owned games list. Had to wait an hour or so till the GOG authentification caught up with the purches I guess. Pretty irritating though.
It's working now. So between the purches and the successfull install, it took about 15 minutes.
