Is it intended, that i can have a max of 10 per ressource, even if i have the 10%/loop saving perk?

I was in an endless loop and cant collect any more ressources. E.g. i had 5 wodden parts (the small ones), but cant collect any more. In the end i saw, that ive collected 10 wood (the big ones) which is the maximum.

1st chapter has 10 resource limit, other chapters have higher limits. Last chapter has no limit.
That loot perk does not increase limit, it only helps to save more resources, in case hero dies. More than that 30%.
