CityBuilder: Is this a Lego game like a 3rd person view Minecraft style game where I can just build Lego creations of my own imagination and landscapes or is it a campaign puzzler game where I have to figure out how to get from point A to point B?

Sorry for leaving a reply so late! I figured it might help others though.
Two hours in I've yet to see a proper sandbox mode in this game. I also wished I could just let my imagination run free, but it's not like some other Lego builder "games".
I once had a16bit windows brick application which was really difficult to use but allowed pretty big models to be built.
I got
LEGO Creator back when it was in stores, and I remember it being a lot of fun and allowed driving, "NPCs" and dynamite to be used.
I'm aware of
Bricklink Studio,
BlueStacks LEGO Builder and the
LEGO Builder app, and they all look really good, but not gamified at all.
