Right, the game is not complete without this (as it exists), and it is protected behind the dev website.

.... Isn't that redundant? If you want protection, you don't put the game on a DRM free site?

What is meant as a drm-free game, is a complete game being drm-free.
As soon as a tiny part needs external means, then it makes the complete game drmed.
Example with GOG Cyberpunk2077 and its map DLC.
