Anyone know how to fix the teleporting attack animation that occurs in this game? For whatever reason, Raziel just ends up appearing on the other side of every enemy I try to attack and I'm going to assume that this is a quirk of playing a 20 year old game on a 3 month old system.

Compatibility mode doesn't seem to work and I'm a little hesitant to screw around with anything else before knowing if it will fix the issues.
This.
Ok. So, a slightly more useful answer I was able to find was that the CPU is not bound by any sort of vsync, so when it runs at 15000 fps, because this game is old enough to pay taxes, it causes the game to freak out.

The best solution I found so far was to use Rivatuner Statistics Server (RTSS) to limit the framerate for the CPU to 60 fps. Now the game runs fairly normally without that weird teleportation in the attack animation or the psycho enemies.

All without screwing with the number of cores my cpu uses. I hope this helps someone else out there.
