Currently the install files are missing for the latest patch. GOG continues to treat us like second class customers. Better to buy on Steam in the future.
The patch has been live for a few hours.

If you're talking about the offline installers, they are pretty much always late.
Not sure how buying on steam helps you there.

GOG's automated system takes a little bit of time to compile the offline installers - especially for such a large game. Please stop with the canned "sEcOnD cLaSs CuStOmEr" crap - a tiny bit of patience in exchange for a truly DRM-free experience and offline installers is a helluva trade-off, in your favor.
The pirate sites create updates and installers faster than GOG, despite the possibility for GOG to get the new code earlier before official release.

Before they started pushing Galaxy they were caring more about the offline files too. So, I stick with my claim that true offline / "no client" users are not longer their priority.
