So I noticed my herbs were decaying (or so i thought - using a no decay mod).
Few hours later I noticed that all my herbs are 97-98, so maybe not decaying after all
(once again I use a no herb decay mod).
Few hours later still I'm like lets do a test, picked poppy, opened inventory (materials) and
the best poppy I got is 98, however I do have some 100 Valerian...
Now this could all be mod related. Herbs should be at 100 though seconds after picking
shouldn't they?

As you said, the mod could cause interfere with the RPG calculations, the mod itself could change formula, that calculates stuff and since the save file saves extreme amount of data (hence why we don't have cloud, because the save files are just too big) it could have changed the way it calculates health. Nevertheless, the herb should be fresh after picking up, have you tried it on a fresh, clean playline?
Hey Linhaka, spent 2 days testing this (I don't just do this for anyone).
New playthrough, hardcore mode, started unmodded then slowly added
them 1 by 1. No issues, herbs work fine.
So I had a hunch and i went to my old save file and dumped all herbs in my chest.
Now they work fine, 100 condition after picking. I kinda figured they might just stack
on one of the existing 97-98 condition stacks. Prob a display issue (one of them
stacks was really 100 condition). Anywho fixed after stashing all herbs.

So how do i fix decaying booze? :(
Booze has been a stapple of my diet since 2018 ...
