Okay, so I have an issue with the game, one I have had since I bought it. It makes it really difficult to play because everything—all the textures and models—of towns load at the pace of a snail. If I stand there and look at what is not loading, it will take a minute or two for it to pop in. So, as you can imagine, tons of floating heads and clay like roads.

I've tried reinstalling the game, moving it from SSD to HDD (and even back again), I've tried mods to fix it, I've tried the lowest settings and the middle ground, I've tried messing with NVIDIA and turning off its control, I've tried running as admin and even a clean driver installs, but it persists. It is beyond unpleasing to the eye.

Does anyone know what could be the issue? I'm at a point where I don't want to even play if it keeps happening.

System Specs:
i7-8700k
RTX 2060 KO
16GB of Ram
500 SSD

I had similar issues, just not as long to resolve but still noticable. For the first 20-30 seconds of playing the game my FPS is horrible whilst everything is loading and then suddenly once all the blurry textures and detail has loaded up, the FPS snaps back to max. It happens everytime something loads whether it's a saved game, new game, etc.

Well, r_TexturesStreamingMipBias -3, seemed to have made it even worse. Now it doesn't load at all. :( I would accept initial FPS drop if it meant loading everything in. xD

Alright, so it seems to work now. The command in game wouldn't work, but when I added it to my config thingy, it worked (via SSD by the way). Yay! Thanks so much Dean478!
