Does it seems impossible to get cattle peacefully by the mid to late game?

I would often send out emissary or trader to my neighboring clan to get more cattle, but it seems by late game everyone's running short of them. the other clan would always reply saying that their fortunes are poor or that they need all their cattle.

I'm sitting in the tula with literally thousands of trade good and my neighbor would refuse to trade their cattle for it.

Unfortunately, this tends to happen a lot. I would recommend finding a nice weak clan(preferably neighboring so you can cattle raid them, and seize their land if necessary) and consistently raid them. After a while of constant raiding they will be severely weakened and you can raid (or cattle raid) them with little resistance. You can use divination to check out a clan's military strength.
Nothing to do with decline, the AI is simply smart enough to hold onto them. You don't need massive numbers anyway, 1:1 cattle people ratio is sufficient.
Yup, cows are the most important ressource in the game, so it makes sense the IA hoardes them just like the player does.
Can still be frustrating, though. You might have better luck by recalling a favor (but even then, it's not a sure shot).
