Two conditions are required for Bobby Ray to appear.
1) Have control of a shipping destination. That usually means Drassen Airport, though Meduna Airport is another valid option (but highly unlikely).
2) Have visited the Bobby Ray site. If you haven't visited it, you won't get the notification that it's available once more. Go through the links in AIM to find it the first time.

Thanks you! I would never have figured it out. Unlike many I do read the manual before playing but somehow I missed this and when I went back to look I couldn't find right section.
