It is way to small.

I don't know about scaling the interface (perhaps it's possible?), but why not fullscreen and a lower resolution? 1366x768 on my 15'' monitor displayed very well. Otherwise windowed mode can be made bigger by lowering your desktop resolution.

as far as I know it is not possible to scale just the interface. I would suggest playing windowed with a smaller resolution. I'm playing it on a 24" monitor with a 1680x1050px window. Of course it is a small interface but manageable.
If you should ever find a particular mod adressing this issue pls let know. I'm also interested in such a thing :D
