Hi. Occasionally, while loading the civilians' turn, the game would stick - not freeze, I could still move the mouse - and the only way out was through ctrl-alt-del. This happened in a number of places but reloading seemed to help; however, I now can't seem to avoid it and my game is at a dead end.

Any ideas?

I have noticed this too. The best I could figure out was that this is a bug related to quick saving and loading. Probably some memory corruption. Reloading the savegame didn't work for me but restarting the game and loading the most recent savegame solved it for me.
Sometimes it does take a long time for either of the other participants turns to complete. If this is happening after you've not saved for quite a while, I'd advise you to go and have a few beers with your mates, maybe get some housework done. It usually gets there eventually, but it can take 10s of minutes. If you've saved recently, alt tab, kill process, reload.

I love your stress-free approach :)
I've actually seen how it was happening once.
A civilian got stuck and "flopped" around between two objects.
Really uncool, but when i've seen that it was with the retail version,
so this is a old bug.
You should save often anyway.

Tested this, and when this happens even 10+ hours of waiting did anything. Has happened during my last plays several times now - I wonder should I kill the civilians to get unstuck. Playing in ironman doesn't help either...
