Does Steroid and Ira take longer to get a new experience level?
It's based on their wisdom and how much stuff you let them do.
If they're just watching from the sidelines while your other mercs do all the work, then they won't gain much experience.
Here is a little trick that I discovered some time ago, because before I thought wrong that only training on the field (i.e. battles) could increase stats.

If one of your men has one or more statistics here is what to do, but before making sure that:

- Its stat has a minimum of 6 points (0 points means that the stat cannot be increased)
- It is also necessary to have a merc with a satisfactory level of Wisdom (about 60-70 points)

Go to the view with the whole map of the country, you have to go to the Assign tab, choose Train, and Practice.

The merc will train and will gradually build up his stats, but be aware that once it is too high, (from 50 points or more) it will take more time, for example whole days and therefore it will no longer be worth it, and of course, the better a merc becomes in a field, the less effective his training will be.

To increase a merc's level of experience, it is always necessary to increase his lowest stats.

According to the game's Wikia, its Explosive (13) and Medical (22) stats are quite low and you can increase them either by training (squad screen then practice) or on the field during a battle, by throwing grenades and defusing mines.

The fact of treating a merc friend in the field will make him increase his medical stats but it takes time.

You can also give him a Medical Kit and designate him as a doctor (squad screen) I think this way he will earn points faster for the medical skill.

One last thing for mercs with a low level like (level 1 or 2 of experience), the fact of spotting enemies helps him to increase his level every time but it usually takes many battles.

Can you gain a level not in combat by using explosives? I am playing the JA2 Wildfire version. I have figured every thing out on my own but I am unable to put gas in cars and use them.

If by that you mean training you to improve your skills in the explosives field, all I know is that I tried with Flo who is level 1, her ability in this field was quite weak and I managed to give her 35 extra points, but she never went up.

I don't know how the game calculates the gain of an additional level, I think that in addition to building skills, spotting enemies in many fights can help a merc get a level.

To use gasoline in a land vehicle, I'm sorry I can't answer you because I only use the helicopter from time to time.

Put a gas tank in a mercs main hand and make sure he/she is not standing directly next to the vehicle,
r-click either on the ground or directly on the vehicle to get the refill symbol,
then l-click on the car to start the refill.

To enter a car go to strategic map, select merc(s)who is(are) in the same sector as the vehicle,
(hold shift to select a range from A to B, hold ctrl to pick specific one)
click in the "assign" column, select the vehicle,
finally click in the "destination" column and select a target sector
