So I had this game but every time I tried to start it, it would try to load up a launcher menu thing which didn't work at all so I couldn't play does this one have that?

yes it does. I open launcher, click config and it's perma froze.

You don't need config to start the game and all video settings can be changed from main menu.

The game does not run very smoothly, although none of my hardware existed when the game came out. I believe that is because the config utility does not work and fails to detect my hardware.
