Is there a manner for me to render the game in OpenGL in a lower resolution than my monitor's and still have the image full screen?

Let's say, if I set the game to 800:600 Fullscreen, it actually just fills the rest of the monitor with black and has a tiny window where all the graphics are. I would like to play on a lower resolution, but full screen. This game doesn't have the best performance in my computer.

I'm using windows 10, and Intel HD Graphics 5500.

Just pick a 16:9 resolution? 1360x768 or 1366x768 should do fine.
What I'm trying to say is that the game is only presented at the resolution of native rendering and doesn't upscale to full screen. If I pick 800:600 for instance, it won't only have black bars on the side, but in all of the screen besides the 800:600 rectangle of pixels in the middle of the screen.

That sounds like you aren't using resolution scaling on either your monitor or your graphics card.

On your monitor, if it supports it, there should be a option to tell it what aspect ratio to use (i.e. 4:3 for 800x600), but it would be much more preferable to set aspect ratio scaling within your graphics card drivers (nvidia Control Panel or the AMD Cataylst Control Center).
You were right about that. I had to change cnfigurations in order to achieve what I wanted.
