Looking through the GOG I-War files the French and German speech samples are there.
The original game allowed you to switch between French and German with a command line switch, but I'm not sure if the GOG game loader will accept that and pass it on. You might have to use the iwar.exe, if you can get the game working using it directly. (I'm not sure how GOG's compatibility fixes work).
The command line arguments have to be added to the game's shortcut target line.

I think that by editing dreadnaught.ini file, you can also uncomment a few lines and alter them so that they point to french data folders instead of english ones. You could also simply erase the english folders with content from the french ones.
I don't have access to I-War at the moment, sorry for the not-so-accurate answer.
