Hey all, trying to play independence war deluxe, loved it as a kid, but I've got an issue.

I'm using a Logitec Extreme 3D pro usb joystick, and while the game recognizes that I have a joystick (joystick is an option under controls, and is the active one) using the joystick doesn't actually do anything at all.

There are no other controllers currently plugged in to my computer, beyond the keyboard and mouse.

Yep, mine too.
Had I-War working on xp with believe it or not Force Feedback Pro off the gameport but a certain somebody in this family who shall remain nameless mucked up my pc and now it doesn't work at all.
I've also got a Microsoft FF2 but the game doesn't like it either. Works well in others though.
Cheers.
Did you try the tips from this thread: https://www.gog.com/forum/independence_war_series/iw2_joystick_is_not_detected ? Maybe there is something similar for I-War to do.

My joystick was intially not responding, as well, and I use it for Tie Fighter all the time. The solution was simple: open up your Game Controllers window in the Control Panel (in Windows 10, it will come up as "Set up USB game controllers" in the search bar). Click Advanced. Select your joystick in that list, even if it's the only device.

That fixed my problem. Hope it helps you.
