While playing I-War 2 I am sometimes experiencing a slowdown in hottest moments of combat - it's not a low framerate, the game seems to run smooth but the passage of time slows considerably. The effect is like a "bullet-time" mode from action movies. While it doesn't spoil my game experience (on the contrary, it allows me to spend my time watching the spectacle instead of just firing and dodging frantically), i'm curious whether this is due to my old computer or perhaps this was intended by the developers?
Old computer.

Or you're running the Max Payne mod. ; )
Could be a multi-core issue. I-War 2 was developed on single core machines and I have heard of cases where the game timer can go wrong on mult-core PCs.

If you're using an AMD CPU you could try installing the AMD dual core optimiser which can fix issues like that,
