There is a thread dedicated to running Imperialism 2 in window using DXWnd, but I can't seem to make it work for Imp I (I don't have Imperialism 2). Anyone knows to to make Imperialism I work in windowed mode?

You could try borderless gaming.

And no, I haven't tried it myself, but might be worth a shot.
